An abandoned rehab campus in Orange turned into an affordable apartment complex and dedicated 166 units for low-income residents over the age of 55.

City leaders and community members on Wednesday, May 13, celebrated The Orion’s grand opening.

Located at 188 E. La Veta Avenue, near the interchange of the 55 and 22 freeways, The Orion is a “great project in a perfect location,” Mayor Dan Slater said in a statement. “Orange is a clean, safe city for seniors, and the fact that these units are affordable makes it that much better.”

Offerings include one- to two-bedroom apartments — some with private balconies — and a community clubroom, fitness center and computer workstations.

Residents will also have access to a community garden, courtyard, dog park, shaded patio, 170 parking spaces (including electric vehicle charging stations) and a range of social services, from budgeting and financial planning to health-related information through social-services provider LifeSTEPS.

The apartment community is available to residents 55 years and older with a household income of about $40,600 to $94,780, the median income for a two-person household in Orange County. Income is capped at $128,000 for a five-person household.

Rents range from $866 for a one-bedroom apartment to $2,542 for a two-bedroom unit, which developers said is less than nearby market-rate apartment communities.

About 10 apartments are still available for those who meet the age and income requirements, according to a news release.

The $63.6 million project, developed by USA Properties Fund and Riverside Charitable Corp., sits on a 3.85-acre complex that housed the former Rehabilitation Institute of Southern California. It is near healthcare providers, public transit and shopping centers.
