(Photo by Anjali Sharif-Paul, The Sun\/SCNG)\n<\/div><span>Expand<\/span><\/div><\/div>\n<p>The meter technology at the Winchester Road freeway on-ramp became active Friday afternoon, May 29.<\/p>\n<p>The first-of-its-kind \u201csmart freeway,\u201d a pilot project, will run for two years as officials study its effectiveness in alleviating traffic congestion.<\/p>\n<p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" alt=\"\" class=\"wp-image-10866\" height=\"577\" src=\"https:\/\/siliconvalleymovingpost.com\/wp-content\/uploads\/2026\/05\/4bfbfd962beb44e89c9c1142bb0255b5.webp\" width=\"314\" srcset=\"https:\/\/siliconvalleymovingpost.com\/wp-content\/uploads\/2026\/05\/4bfbfd962beb44e89c9c1142bb0255b5.webp 314w, https:\/\/siliconvalleymovingpost.com\/wp-content\/uploads\/2026\/05\/4bfbfd962beb44e89c9c1142bb0255b5-163x300.webp 163w\" sizes=\"auto, (max-width: 314px) 100vw, 314px\" \/><\/figure>\n<\/p>\n<p>The hope is to \u201chelp shape future freeway operations projects throughout Riverside County and the state,\u201d a news release states. Replicating the system on other highways is the goal.<\/p>\n<p>This project covers an 8-mile stretch of the northbound15 Freeway, between the Riverside\/San Diego County line in Temecula and the 15-215 freeways interchange in Murrieta.<\/p> <div>\n<\/div>\n<p>Crews extended lanes to the northbound freeway on-ramps at Winchester Road, Rancho California Road and Temecula Parkway to help vehicles enter the freeway more smoothly and prevent congestion on streets during peak hours.<\/p>\n<p>Rancho Calfornia Road\u2019s meters will be on by early next week \u2014 Monday or Tuesday \u2014 officials said, and Temecula Parkway\u2019s will be on by the weekend of Saturday, May 30, and Sunday, May 31.<\/p>\n<p>The full \u201csmart\u201d system should be fully operational by the end of next week, transportation commission Director David Knudsen said Friday, but drivers will see parts of the system running throughout the week.<\/p>\n<p>Once all three on-ramps are on and coordinating, Knudsen said, that\u2019s when officials will start measuring the program\u2019s effectiveness.<\/p> <div>\n<\/div>\n<p>Construction began in early 2025.<\/p>\n<p>As the , the system will use advanced technology to improve traffic flow, reduce stop-and-go conditions and provide better travel times for drivers, the release states.<\/p><p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=10853\">USC baseball squanders late lead, loses to Texas State in NCAA regional opener<\/a><\/p>\n<p>Information from sensors will be used to coordinate timing on ramp meters at these three freeway entrances<span><span>.<\/span><\/span><\/p>\n<p>Ramp meters will adapt in real-time to manage traffic flow during peak hours.<\/p>\n<p>Digital message signs will show the recommended driving speeds to optimize traffic flow, officials said. During the pilot period, drivers may have a slightly longer wait to entering the freeway, but overall freeway travel times should improve.<\/p>\n<p>A public dashboard will be available by year\u2019s end to share updates and performance metrics, officials said. If the project proves to be working, it \u201cmay be considered in other parts of Riverside County and beyond,\u201d the release states.<\/p>\n<p>The \u201csmart freeway\u201d project was a $33 million investment, paid for through federal, state and local sources. A federal money allotment of $27 million came in addition to $1 million from California and $5 million secured through congressional funding by Rep. Ken Calvert, R-Corona.<\/p>\n<p>Elected and transportation officials gathered at Temecula City Hall on Friday, to celebrate the project\u2019s launch and the partnership between the city, the commission and Caltrans.<\/p>\n<p>Temecula Mayor Pro Tem Matt Rahn called the project \u201cone important piece\u201d of a longtime effort to improve roads and traffic in the southwest region.<\/p>\n<p>\u201cBy combining advanced traffic management systems with ongoing improvements along the 15, we are taking real steps toward improving flow, reducing congestion and making the corridor safer and more reliable,\u201d Rahn wrote on Instagram.<\/p>\n<p>Murrieta resident Mo Hussein said adding more lanes on the highway would be more beneficial to drivers. He works in Escondido, making the 15 Freeway a part of his daily commute.<\/p>\n<p>Hussein said he\u2019s \u201cglad\u201d something\u2019s happening to hopefully ease traffic, but asked, \u201cWhy aren\u2019t we adding more lanes? Extend it from Escondido to Temecula, extend the (FasTrak) express lanes to Corona, might as well keep on going<span><span>. My concern is<\/span><\/span>\u00a0\u2026 the fact that we\u2019ve spent so much money on these projects, but (traffic is so bad that) it\u2019s almost unnoticeable \u2026 at least when it comes to the infrastructure.\u201d<\/p>\n<p>Hussein added that new freeway technology is \u201cbetter than nothing.\u201d<\/p>\n<p>Commission Chair Raymond Gregory praised the project in a news release.<\/p>\n<p>\u201cBuilding our way out of traffic congestion is not an option,\u201d Gregory\u2019s said. \u201cIn today\u2019s environment of rapid growth, we must look at how we can combine technology with existing infrastructure to improve the driving experience.
