World Cup fans are about to find out"},"content":{"rendered":"<div>\n<p><strong>By Maya Averbuch, Bloomberg<\/strong><\/p>\n<p>The iconic sticker book of soccer stars playing in the upcoming World Cup has taken on a dark meaning in parts of Mexico, where families of disappeared crime victims are filling in a symbolic virtual album to draw attention to their fight to find them.<\/p>\n<p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=12143\">Some Republican governors are rebranding June with conservative alternatives to Pride<\/a><\/p>\n<p>That\u2019s not the image that tourism operators and businesses in the Mexican state of Jalisco want to convey as millions of fans flock in for the premier sports event that kicks off this month. After the military fatally shot\u00a0a notorious drug-trafficker outside the state capital of Guadalajara in February, tourists have started to return to the historic city. The World Cup now offers a chance to leave behind the episode and its brutal\u00a0aftermath.\u00a0But many residents worry that the festive mood and infrastructure works risk papering over the security crisis that still affects their daily lives.<\/p>\n<p><strong>ALSO SEE:\u00a0<\/strong>Amtrak Pacific Surfliner adds trains, urges early reservations for LA World Cup<\/p>\n<p>Mexico is hosting the games alongside Canada and the US in the first-ever tri-national World Cup. In 13 matches to be held in three Mexican\u00a0tournament cities, nearly $2 billion in public and private money is\u00a0pouring in\u00a0to prepare for one of\u00a0the world\u2019s biggest sports events. That includes Jalisco, the birthplace of tequila, home to Mexico\u2019s Silicon Valley and a major beach destination for US and Canadian\u00a0tourists.<\/p>\n<p>Giant screens are going up in the renovated\u00a0city center and picturesque nearby towns. At Akron Stadium in Zapopan just outside Guadalajara, new grass has been rolled out to meet FIFA standards. It now has new VIP areas too.\u00a0The stadium has been renamed after Guadalajara for the duration of the games. In late May, one pitch-side lounge\u00a0seat was going for more than $5,000,\u00a010\u00a0times Mexico\u2019s minimum monthly salary.<\/p>\n<p>For local businesses, the World Cup is an opportunity for renewal\u00a0after organized crime affiliates torched\u00a0businesses and vehicles\u00a0across more than 20 states in response to the killing of\u00a0Nemesio \u201cEl Mencho\u201d Oseguera Cervantes, the powerful boss of the Jalisco Nueva Generaci\u00f3n cartel. For weeks afterward, foreign visits to the resort town of Puerto Vallarta on Jalisco\u2019s coast fell by more than 30% compared to 2025, while\u00a0hotel occupancy\u00a0and restaurant sales plummeted.<\/p>\n<p>In a government survey\u00a0published in April, nine out of 10 Guadalajara residents said they felt unsafe.<\/p>\n<div>\n<\/div>\n<p>Ernesto S\u00e1nchez Proal, president of the American Chamber of Commerce in Guadalajara, said\u00a0his tour company had to cancel a trip in March to photograph wildlife near Puerto Vallarta. \u201cPeople were very afraid,\u201d\u00a0he said.<\/p>\n<p>Many Mexicans still are. Given the heightened security, soccer fans will likely feel\u00a0safe, but locals caught up in the violence are still disappearing. With buckets of glue in hand, families and friends have\u00a0taken to pasting images of the victims across\u00a0the city to make sure they\u2019re\u00a0not forgotten.<\/p>\n<p>\u201cThey\u2019re giving so much attention to the World Cup,\u201d said Hilda Villalobos Tinoco, 49, whose son never came home after a dawn motorcycle ride in March. \u201cHow long does it take for them to pay attention to us?\u201d<\/p>\n<p>Anti-World Cup protesters say the\u00a0security crisis is afflicting working-class Mexicans who won\u2019t be in the stands. Instead of repairing stadiums, remodeling\u00a0airports and adorning public squares with decorative soccer balls, they say the government should\u00a0channel\u00a0scarce resources into addressing the country\u2019s social plight.<\/p>\n<div>\n<\/div>\n<p>The World Cup is no stranger to protests. In Brazil in 2014, residents turned out ahead of the\u00a0games demanding an end to corruption after what they saw as lavish spending on stadiums. South Africa\u2019s 2010 tournament was preceded by the police\u2019s use of rubber bullets and tear gas to put down labor strikes after a similar public outcry.<\/p>\n<p>Asked at a recent press conference whether police\u00a0would block protests outside stadiums\u00a0during the tournament, Interior Minister Rosa Icela Rodr\u00edguez said,\u00a0\u201cIn Mexico, there\u2019s freedom of expression.\u201d<\/p>\n<p>Beefed-Up Security<\/p>\n<p>Mexico\u2019s President Claudia Sheinbaum, whose administration has made security a government priority, assured tourists in February there\u2019s \u201cno risk.\u201d<\/p>\n<p>The federal government has designated some 99,000 security forces for Guadalajara, Mexico City and Monterrey, where the games will be played. Jalisco has upgraded\u00a0its camera systems\u00a0to better track players and fans. A one-mile perimeter around the stadium is designed to keep out anyone without a ticket. Expanded private security will patrol inside to quell any stadium brawls.<\/p>\n<p>\u201cWe know there are fans coming from all over Mexico. We also know there are\u00a0Spaniards, Colombians, Americans. There are also Uruguayans,\u201d said Alfonso Brise\u00f1o Torres, a Jalisco official on a\u00a02026 World Cup security committee that has sought to reassure foreign diplomats. \u201cWe met with consuls and ambassadors, and they left convinced that, in Jalisco, we\u2019re doing the right things\u00a0to guarantee security.\u201d<\/p>\n<p>That confident assertion will be tested in Guadalajara,\u00a0a bustling metropolitan area that hosts Michelin-starred restaurants,\u00a0famous stained-glass churches\u00a0and affluent gated communities. Zapopan alone includes some of the wealthiest\u00a0zip codes in Mexico. It\u2019s also a landscape dotted with unmarked graves \u2014 and the people looking for them.<\/p>\n<p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=12141\">Local product Wade Meckler injects life into Angels\u2019 lineup<\/a><\/p>\n<p>Villalobos realized something was wrong when her 31-year-old son, Giovanni Luna Villalobos, didn\u2019t show up to eat\u00a0pozole corn soup at her birthday party. Security cameras showed him wheeling his motorbike to a fuel\u00a0station. Cellphone records later located\u00a0his phone a few blocks from an upscale mall in Zapopan.<\/p>\n<p>With the help of other parents and\u00a0Jalisco\u2019s official search commission, Villalobos\u00a0has glued posters near the mall and along an avenue closer to home \u2013 noting her son\u2019s 5\u2019\u00a010\u201d athletic build, the freckles on his nose and\u00a0the \u2018only God can judge me\u2019\u00a0 tattoo inked in green on his neck. But\u00a0she hasn\u2019t\u00a0received any news\u00a0and blames authorities for neglecting the case.<\/p>\n<p>\u201cI called him again and again, and it just went to voicemail,\u201d she said. \u201cThe days pass, the hours pass, but I don\u2019t believe that my son is dead.\u201d<\/p>\n<p>Grassroots\u00a0associations\u00a0have made sure the\u00a0posters of the disappeared are visible even at tourist sites, including outside a\u00a017th century cathedral and on bollards at a central\u00a0roundabout featuring a Roman goddess statue where Mexican soccer fans often celebrate. A call\u00a0by\u00a0local lawmakers to take down the posters has gone unheeded.<\/p>\n<p>In Mexico, the last large-scale security mobilization occurred in 2025, after the murder of a mayor in another state. That year, the association\u00a0to which Villalobos now belongs, Guerreros Buscadores de Jalisco, ignited a national scandal\u00a0after they found backpacks, shoes\u00a0and bone fragments at\u00a0a ranch outside the city, signs of forced recruitment and assassinations.<\/p>\n<p>Since then, the group has\u00a0found more mass grave sites, including some\u00a0they say are only around 15\u00a0kilometers (9.3 miles) from the stadium.<\/p>\n<p><strong>Awaiting the Windfall<\/strong><\/p>\n<p>Zapopan\u00a0Mayor Juan Jos\u00e9 Frangie Saade, a businessman and former head of the beloved Chivas soccer team that usually plays in the local stadium, believes the games will bring the state a\u00a0windfall of some 30 billion pesos ($1.7 billion).<\/p>\n<p>Infrastructure works have accelerated, he said. Airport operator\u00a0Grupo Aeroportuario del Pac\u00edfico, for example, has\u00a0pledged to invest 26 billion pesos\u00a0in\u00a0the Guadalajara and Puerto Vallarta airports through 2029. Throngs of fans are expected to turn out at\u00a0festivals that include pop-rock band Man\u00e1 and Mexican crooner Alejandro Fern\u00e1ndez, allowing money to trickle through\u00a0to\u00a0small\u00a0businesses.<\/p>\n<p>\u201cSoccer is a sport that brings us together,\u201d Frangie\u00a0said. \u201cWe say Jalisco is the most Mexican location because, what are we known for in the world? Tequila, mariachi, folklore, charrer\u00eda horse riding and gastronomy.\u201d<\/p>\n<p>But the games are likely to profit criminal organizations too. Jalisco Nueva Generaci\u00f3n has an economic incentive to serve tourists, said Victor Manuel S\u00e1nchez Vald\u00e9s, a researcher at the Autonomous University of Coahuila.<\/p>\n<p>\u201cThere\u2019s a fear that there could be violent actions at\u00a0the World Cup, and while we can\u2019t completely ignore such a scenario, the economic incentive is greater than the desire to generate violence,\u201d S\u00e1nchez\u00a0said. \u201cOrganized crime wants a chunk of the economic benefit\u00a0that\u2019s going to come to the legal economy. Tourist areas have the big-ticket spenders.\u201d<\/p>\n<p>Fernando Garc\u00eda de Llano Valenzuela, a developer who opened a\u00a0nine-story hotel with panoramic views in the Guadalajara area in December, had a single guest for days after the killing\u00a0of the cartel boss earlier this year. His high-end boutique\u00a0hotel in Puerto Vallarta also stood empty in March. By April, he finally saw signs of a comeback.<\/p>\n<p>\u201cThere\u2019s a perception that there might be danger, but nothing\u2019s going to happen in this city,\u201d he said in April, sitting at his hotel\u2019s\u00a0rooftop bar in Zapopan. \u201cIt\u2019s like anywhere else in\u00a0the world. There are parts of the city that are dangerous, but you\u2019d have to go to them \u2013 and a tourist doesn\u2019t have any reason to.\u201d<\/p>\n<p>If the World Cup goes smoothly, Garc\u00eda de Llano envisions\u00a0Guadalajara emerging as one of the world\u2019s top\u00a0tourist destinations, similar to Barcelona\u2019s transformation after the 1992 Summer Olympics.<\/p>\n<p>\u201cPeople\u2019s passion for soccer is huge.
