VIENNA (AP) \u2014 The U.N. atomic watchdog\u2019s board on Wednesday demanded that Iran fully cooperate with the agency, provide complete information about its stockpile of near weapons-grade nuclear material and grant its inspectors access to Iranian nuclear sites.<\/p>\n

A resolution passed by the International Atomic Energy Agency\u2019s board also said that giving information and access are \u201cessential and urgent\u201d in order to enable verification that there\u2019s no \u201cdiversion of nuclear material.\u201d<\/p>\n

Twenty-one countries on the IAEA\u2019s 35-member board of governors voted for the resolution at IAEA headquarters in Vienna, according to diplomats who spoke on condition of anonymity to describe the outcome of the closed-doors vote.<\/p>\n

Russia, China and Niger opposed it, while 10 countries abstained and one didn\u2019t vote as it was in arrears.<\/p>\n

The resolution was put forward by France, the United Kingdom, Germany and the United States.<\/p>\n

A senior Western diplomat, who wasn\u2019t authorized to speak about the sensitive matter so requested anonymity, said that the resolution \u201caims to keep diplomatic pressure on Iran to come into compliance with its legal safeguards obligations.\u201d<\/p>\n

The resolution comes at a time of heightened tensions in the Middle East, with the U.S. having launched airstrikes early Wednesday against Iran, and Tehran firing back at countries in the region. The escalating attacks threatened to derail efforts to\u00a0end the war, as U.S. President Donald Trump warned that the Iranian government would \u201cpay the price\u201d for stalled peace negotiations.<\/p>\n

Since Israel and the United States struck Iran\u2019s nuclear sites during the 12-day war in June 2025, Iran\u00a0hasn\u2019t given IAEA inspectors access\u00a0to nuclear sites that were affected by the strikes \u2014 even though Tehran is legally obliged to cooperate with the watchdog under the Nuclear Nonproliferation Treaty.<\/p>\n

The agency also has been unable to verify the status of the stockpile of near weapons-grade uranium since the June bombing.<\/p>\n

According to the IAEA, Iran maintains a stockpile of 440.9 kilograms (972 pounds) of uranium enriched up to 60% purity \u2014 a short, technical step away from weapons-grade levels of 90%.<\/p>\n

That stockpile could allow Iran to build as many as 10 nuclear bombs, should it decide to weaponize its program, IAEA Director-General Rafael Mariano Grossi warned in a\u00a0recent interview with The Associated Press. He said that it doesn\u2019t mean that Iran has such a weapon.<\/p>\n

Talking to reporters outside the IAEA boardroom, Iran\u2019s ambassador to the IAEA, Reza Najafi, denounced Wednesday\u2019s resolution and said that the document describes the situation in Iran \u201cas being quite normal and as if nothing had happened.\u201d<\/p>\n

He said that \u201cunder the current unprecedented security environment created by the attacks and continued threats by the aggressors, the legal, technical, and operational foundations for the normal implementation of safeguards in Iran have been destroyed.\u201d<\/p>\n

Najafi also said that Iran had granted the IAEA access to \u201call unaffected facilities,\u201d saying that the resolution \u201cneglects all Iran\u2019s cooperation with the agency, even under war conditions.\u201d<\/p>\n

The resolution also \u201cdeeply regrets\u201d Iran\u2019s \u201cfailure to remedy\u201d its noncompliance with its nonproliferation obligations over the past 12 months. The IAEA board\u00a0found Iran officially in noncompliance\u00a0with its safeguards agreement last June for the first time in 20 years \u2013 right before the U.S. and Israel launched attacks against Iran\u2019s nuclear sites.<\/p>\n

Central to this issue is a long-running investigation by the U.N. nuclear watchdog into uranium traces detected by inspectors at various undeclared sites in Iran.<\/p>\n

Iran has failed to provide the agency with \u201ctechnically credible answers\u201d regarding the origin and current location of this nuclear material since 2019.<\/p>\n

Western officials suspect that the uranium traces could provide further evidence that Iran had a secret nuclear weapons program until 2003.<\/p>\n

Wednesday\u2019s resolution fell short of referring Iran to the U.N. Security Council to consider more sanctions for\u00a0the country\u2019s noncompliance, a move that last happened in February 2006 after Iran was found in noncompliance.<\/p>\n

The resolution on Wednesday leaves that door open, however, stating that the IAEA board \u201cwill stand ready to take further action,\u201d including by addressing the \u201ctiming and content\u201d of a formal noncompliance report by the IAEA for consideration by the U.N. Security Council.<\/p>\n
