{"id":14564,"date":"2026-06-12T16:31:52","date_gmt":"2026-06-12T16:31:52","guid":{"rendered":"https:\/\/siliconvalleymovingpost.com\/?p=14564"},"modified":"2026-06-12T16:31:52","modified_gmt":"2026-06-12T16:31:52","slug":"democrats-blame-the-party-each-other-and-themselves-in-ca-40-june-primary-shutout","status":"publish","type":"post","link":"https:\/\/siliconvalleymovingpost.com\/?p=14564","title":{"rendered":"Democrats blame the party, each other and themselves in CA-40 June primary shutout"},"content":{"rendered":"<div>\n<p>The new California 40th Congressional District, straddling Orange and Riverside counties, was designed to be a stronghold for Republicans.<\/p>\n<p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=14562\">Doctors Without Borders says one of its staff among women detained in Afghanistan for violating dress code<\/a><\/p>\n<p>Last year\u2019s redistricting process was an effort to shore up five additional House seats in California that would favor Democrats, so this district was created, in part, to siphon Republican voters away from other congressional districts.<\/p>\n<p>But with the primary election dust starting to settle, and two incumbent Republicans projected to advance to the fall\u2019s general election, Democratic candidates and voters in the 40th District are wondering: Who is at fault for Democrats\u2019 shutout?<\/p>\n<p>Is it simply the district\u2019s votership, where the latest report shows nearly 40% of the 520,948 voters are registered Republicans, while 31% are Democrats and 21% are no party preference?<\/p>\n<p>Or could the Democratic Party put more resources into the primary to elevate one of its candidates to the runoff?<\/p>\n<p>The latter has been a resounding criticism from Esther Kim-Varet, a Democrat and political newcomer who is slated to come in third place, according to unofficial results.<\/p>\n<p>And it\u2019s one echoed by some Democratic voters in the district who are questioning the state party\u2019s endorsement process, specifically,  on who to back in the 40th District during its convention.<\/p>\n<p>A spokesperson for the California Democratic Party did not respond to questions about the concerns that it did not put enough resources into the 40th District primary.<\/p>\n<div>\n<\/div>\n<p>Instead, in an emailed statement, party Chair Rusty Hicks said: \u201cNothing here is a surprise. And it won\u2019t be a surprise in November when one of them is out of a job, and the other finds themselves in the minority again.\u201d<\/p>\n<p>Still, local Democratic activists and voters, as well as candidates, weren\u2019t so pessimistic. They saw a path forward, they said, if there had been more resources or, at the very least, more unity.<\/p>\n<h4>A fool\u2019s errand or a fighting chance?<\/h4>\n<p>Republican Rep. Ken Calvert quickly surged ahead in the primary, and he remains in the lead with nearly 35% of the vote that\u2019s been counted as of Friday morning.<\/p>\n<p>Fellow GOP incumbent Young Kim is behind him with 20.6% of the vote. And the contest for second place between Kim and Kim-Vareet (who sits at 16.6%) was so close that the Associated Press only called the race for the Republican on Tuesday, June 9, one week after Election Day.<\/p>\n<div>\n<\/div>\n<p>Three other Democratic contenders followed: immigration attorney Lisa Ramirez (14%), retired firefighter captain Joe Kerr (8.6%), and retired Army officer Claude M Keissieh (2.2%).<\/p>\n<p>Riverside County Democratic Party Chair Joy Silver lamented the lack of unified support for a single Democratic candidate in the 40th District.<\/p>\n<p>\u201cWhile it\u2019s true that the R+9 numbers are challenging for Democrats in that district, it would be better for any candidate in any race to be their party\u2019s sole choice,\u201d said Silver, who lives in the district.<\/p>\n<p>Janet Henry, who chairs the Canyon Democrats club in Orange County, was also optimistic.<\/p>\n<p>\u201cI do think there would have been a door open for us because I think several of the candidates were very much knocking on doors and doing person-to-person contact, and I think that is our strength,\u201d said Henry, who also lives in the 40th District.<\/p>\n<p>\u201cOnce you do person-to-person and talk about what the constituency wants, I think they (voters) tend to be really more on the Democratic side even though they vote Republican,\u201d Henry said.<\/p>\n<p><iframe allow=\"geolocation\" allowfullscreen=\"yes\" allowtransparency=\"1\" class=\"iframe\" height=\"500px\" id=\"6a2c3474740f8\" loading=\"lazy\" scrolling=\"yes\" src=\"https:\/\/flo.uri.sh\/visualisation\/27751593\/embed\" width=\"100%\"><\/iframe><\/p>\n<p>Still, Henry acknowledged the voter makeup in the 40th District has presented a challenge for Democrats, even before redistricting.<\/p>\n<p>And even if a Democrat has made it through the primary, the district\u2019s voter makeup indicates he or she would have faced an incredible uphill challenge.<\/p>\n<p>\u201cI\u2019ve lived in Orange County for over 40 years,\u201d Henry said. \u201cThis has been a very, very Republican stalwart. And right now, the 40th District is a pretty tough nut to crack, but we\u2019re hopeful.\u201d<\/p>\n<p>\u201cIt\u2019s going to be tough, and we\u2019ll probably have to wait for the next drawing, but I still think there are Republicans, your moderate Republicans, who will vote for a solid Democratic candidate. I think we\u2019re getting more and more to that point.\u201d<\/p>\n<p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=14560\">Patagonia is suing Pattie Gonia, a drag queen performer with an environmental message<\/a><\/p>\n<p>But to get there, Democrats can\u2019t abandon the 40th District, said Kate Harrison, president of the Democrats of Corona-Norco, who also lives in the district.<\/p>\n<p>\u201cI\u2019m a firm believer in, \u2018It\u2019s always worth trying,\u2019\u201d Harrison said. \u201cThe Minnesota Vikings are going to win the Super Bowl someday. (Just) because they haven\u2019t, that doesn\u2019t mean they don\u2019t go play games.\u201d<\/p>\n<h4>The blame game<\/h4>\n<p>A week after the election, the three top Democratic candidates offered varying post-mortem thoughts on the race.<\/p>\n<p>Kim-Varet said more should have been done by the party to encourage voters to coalesce behind her, the leading Democratic candidate. As of Friday morning, she was less than 9,000 votes behind Kim.<\/p>\n<p>\u201cThere\u2019s a real danger in our lack of focus in the Democratic Party to actually win back the House, to elevate and support the candidates who are working for the common good: centrist Democrats who want to engage with independents and centrist Republicans to win back the House,\u201d Kim-Varet said. \u201cThere\u2019s no leadership to elevate those candidates.\u201d<\/p>\n<p>\u201cIt was always so disorganized,\u201d Kim-Varet said of the national party. \u201cI felt that every time I would ask for help, I was in a sea of many races, and they kept on saying, \u2018We\u2019ll be there in the general. But this is not a normal primary. There may not be a general. They were almost too bureaucratic to break the mold to make exceptions for races like this.\u201d<\/p>\n<p>A spokesperson for the House Democrats\u2019 campaign arm, the Democratic Congressional Campaign Committee, did not immediately respond to a request for comment.<\/p>\n<p>In November, its chair, Rep. Suzan DelBene of Washington, noted the DCCC has gotten involved in \u201ca small number of\u201d primary races, but told Axios that generally \u201cthe voters are going to have the decision on who the primary candidate is going to be.\u201d<\/p>\n<p>Kerr, though, said the DCCC was involved in the race in a roundabout way \u2014 through redrawing the congressional maps for the voter-approved redistricting, rather than throwing any clear weight behind a candidate.<\/p>\n<p>Kerr, who unsuccessfully challenged Kim in 2024, said he had made inroads in the district with his previous campaign. Redistricting, though, obliterated his work, he said.<\/p>\n<p>\u201cPeople say the party wasn\u2019t involved; they were, just covertly, and their goal was to cannibalize the 40th and throw the citizens of California\u2019s 40th Congressional District under the bus,\u201d Kerr said. \u201cThey gave away the bluest cities to Democratic incumbents.\u201d<\/p>\n<p>\u201cProposition 40 (the redistricting ballot measure) was more about protecting incumbents than it was about flipping the seat,\u201d said Kerr.<\/p>\n<p>Meanwhile, Ramirez turned a critical eye to the state party\u2019s endorsement process.<\/p>\n<p>A candidate needed at least 60% of the vote in the California Democratic Party\u2019s endorsement process to receive the party\u2019s backing.<\/p>\n<p>Ramirez clocked in at 52.78%, Kerr at 22.22% and Kim-Varet at 19.44%.<\/p>\n<p>With no one hitting that magic 60%, that meant the party considered there to be \u201cno consensus\u201d for an endorsement.<\/p>\n<p>\u201cFrom the get-go, the delegates of the party had a very important role to play in terms of endorsement,\u201d said Ramirez. \u201cThe disparity between delegates who take that role seriously and conduct interviews of all three candidates was slim. Some may not engage with candidates at all or end up not voting.\u201d<\/p>\n<p>Henry, the Canyon Democrats club, suggested the state party take another look at how it determines endorsements.<\/p>\n<p>\u201cWe need to actually see what we can do to come to a consensus and get endorsed candidates. I think it\u2019s important to offer that kind of leadership,\u201d Henry said. \u201cGoing forward, I think that is one thing we need to work on, seeing what we can do to reach a consensus to get endorsed candidates for our different positions.\u201d<\/p>\n<p>As for the anger on social media about Democrats being locked out of the 40th District, Silver, the Riverside County Democratic Party chair, said: \u201cI know that election results can be heartbreaking for candidates, supporters, volunteers and voters in general. Criticism on social media often reflects that heartbreak.\u201d<\/p>\n<p>\u201cBut it is also a defining moment. The question is: How do we get up after a loss and find our next purpose or challenge? Do we stay in the fight to serve the greater good?
