WASHINGTON (AP) \u2014 Whither the U.S. House?<\/p>\n

As the nation celebrates its\u00a0250th birthday\u00a0this weekend, the legislative branch has momentarily called it quits.<\/p>\n

The House leadership on Tuesday\u00a0abruptly canceled votes\u00a0and sent lawmakers home early for the holiday recess, Speaker\u00a0Mike Johnson\u00a0\u2019s majority once again ground to a standstill by a Republican revolt over their own party\u2019s agenda.<\/p>\n

In this case, it\u2019s a standoff blocking the annual defense bill \u2014 with pay raises for the troops and other matters at\u00a0a time of war\u00a0\u2014 as the renegade Republicans push to include\u00a0President Donald Trump\u2019s\u00a0own priority, the\u00a0SAVE America Act, a strict voter ID bill. Last week, the Senate similarly shuttered\u00a0after Trump\u2019s demands.<\/p>\n

The emptying Capitol provides another snapshot of the\u00a0imbalance of power\u00a0in Washington as a headstrong executive confronts a\u00a0weakened Congress.<\/p>\n

For the second time in as many weeks, the House has simply given up.<\/p>\n

\u201cIt\u2019s a relatively bad time in Congress,\u201d Republican Rep. Dusty Johnson of South Dakota said recently. \u201cA lot of my colleagues have forgotten how to govern.\u201d<\/p>\n

\n<\/div>\n

The scene is far different than last year\u2019s Fourth of July<\/h4>\n

A year ago this weekend brought a wholly different scene in Washington, as Trump gathered Republican lawmakers outside the White House for an ebullient\u00a0July Fourth ceremony\u00a0to sign what they called the \u201cOne, Big, Beautiful Bill\u201d of\u00a0tax breaks and spending cuts.<\/p>\n

It was a celebratory moment for Trump and the slim Republican majority \u2014 and for Johnson, who many doubted could pass the bill over the objections of Democrats who viewed it as tax giveaway at the expense of billions of dollars in cuts to\u00a0health care and food stamps\u00a0for Americans in need.<\/p>\n

Johnson was so reliant on Trump\u2019s power to help push the bill to approval that he gifted the president a speaker\u2019s gavel, which Democrats and others saw as a worrisome symbol of the transference of power from one branch of government to the other.<\/p>\n

\u201cWe\u2019re not dealing with Speaker Mike Johnson,\u201d Democratic Rep. Pete Aguilar of California, the caucus chairman, said in a recent interview. \u201cUnfortunately, Speaker Donald Trump does not want us in this week.\u201d<\/p>\n

Trump makes conflicting demands on his party in Congress<\/h4>\n

As Johnson works to keep Trump close, the president\u2019s demands seem to grow in ways the Republican speaker can\u2019t always deliver.<\/p>\n

The president\u2019s insistence on the SAVE America Act, which doesn\u2019t have enough support in the Senate to pass, has interrupted almost all other business in Congress. Trump has refused to sign a popular\u00a0bipartisan housing bill\u00a0that cleared both chambers until the voting bill is also approved. He calls the housing bill a\u00a0\u201cyawn.\u201d<\/p>\n

Johnson spent four hours last week at the White House and said he spent another two hours with the president this week on a path forward.<\/p>\n

\u201cI told him, \u2018Mr. President, I don\u2019t have any tattoos, but if I did, it\u2019d say SAVE America on my shoulder,\u2019 OK?\u201d Johnson said over the weekend on Fox News.<\/p>\n

\u201cWe passed it three times in the House already. We\u2019re going to pass it again.\u201d<\/p>\n

But by Tuesday, a House vote to advance the legislation collapsed. Republicans led by Rep. Anna Paulina Luna of Florida argued that Johnson\u2019s plan to attach the voting bill to the defense bill was essentially a doomed strategy that would be rejected in the Senate.<\/p>\n

\u201cThat\u2019s disappointing,\u201d acknowledged Republican Majority Leader Steve Scalise of Louisiana, who insisted the GOP would try again.<\/p>\n

\u201cWe\u2019re going to keep trying because we have to,\u201d he said. \u201cWe\u2019re not done doing big things.\u201d<\/p>\n

As America celebrates its 250th birthday, Congress is adrift<\/h4>\n

The founders of the new democracy clearly had aspirations for the Congress, putting it first in the Constitution as the Article One branch of government, ahead of the executive and judicial branches.<\/p>\n

But as lawmakers face voters this fall, they will have to answer for these dwindling days on their calendar.<\/p>\n

House Democratic Leader\u00a0Hakeem Jeffries\u00a0said the problem is not the Congress, it\u2019s the GOP.<\/p>\n

\u201cDonald Trump is fighting with Senate Republicans, Senate Republicans are fighting with House Republicans, and House Republicans are fighting with each other,\u201d said Jeffries, who is in line to become House speaker if Democrats win control in fall.<\/p>\n

\u201cIt\u2019s not the Congress that\u2019s struggling. It\u2019s House Republicans who are struggling,\u201d he said.<\/p>\n

Jeffries said Democrats are fighting \u201cto make life more affordable for the American people.\u201d<\/p>\n

As they left the Capitol for an extended recess, lawmakers voiced frustration with the House\u2019s dysfunction.<\/p>\n

Rep. Kevin Kiley, who left the Republican Party to become an independent earlier this year, said the situation in the House is \u201cfrustrating.\u201d<\/p>\n

\u201cIt\u2019s just like d\u00e9j\u00e0 vu where many times now we run into some sort of obstacle,\u201d he said, \u201cthen the solution is just to go home.\u201d<\/p>\n
