Huntington Beach will look into bolstering enforcement measures against juvenile e-bike riders amid a rise in collisions and mob attacks.<\/p>\n

The City Council is forming an ad hoc committee to review e-bike safety and enforcement with regard to minors. The committee, which consists of councilmembers Chad Williams, Andrew Gruel and Butch Twining, will research local and state laws on juvenile e-bike operations, consult with police on enforcement challenges and develop policy recommendations.<\/p>\n

The group will report back to the council within 90 days.<\/p>\n

Following a spate of e-bike and e-motorcycle incidents involving young riders, the county district attorney\u2019s office launched a new unit earlier this month to review potential criminal charges against juveniles and adults. The unit, which will operate within the Family Protection Division, will work directly with law enforcement agencies to ensure consistency in charging and sentencing recommendations.<\/p>\n

In Southern California, injuries caused by e-bikes and e-motorcycles have spiked 430% since 2022, and children between the ages of 11 and 14 accounted for 62% of crashes, according to data shared by the District Attorney\u2019s Office.<\/p>\n

Huntington Beach Sgt. Mike Thomas told the council recently that e-bike crashes in the city have increased by 47% over the past three years, from 135 to 198. In response, he said the Police Department has launched an education program, covering formal riding training and youth citation diversion, that has trained more than 750 children and parents over the past year.<\/p>\n

Officers have also directed 17 enforcement operations in high-complaint areas and issued 232 citations this year, Thomas said.<\/p>\n

In approving the ad hoc committee, several council members referenced a May 9 incident on the Huntington Beach boardwalk, in which a group of teenage bikers assaulted a business owner, according to news reports. The owner told KTLA Channel 5 that the attackers threw a glass bottle in his face, knocked him on the ground and kicked him.<\/p>\n

A state law that went into effect Jan. 1 imposes a host of regulations on e-bikes and beefed-up enforcement mechanisms. But Huntington Beach\u2019s municipal code lacks the power to enforce that law, Williams said. The ad hoc committee would allow councilmembers to review local laws and explore options such as mandatory diversion training for parents.<\/p>\n

\u201cThe idea behind this (committee) is to focus on the mob mentality that wants to terrorize the public,\u201d Williams said. \u201cIt\u2019s the ones that education isn\u2019t going to work so much on them because their intent is to go ride against traffic.\u201d<\/p>\n

Twining said he will push for strong penalties against riders who flout the law, including \u201cmillion-dollar fines.\u201d<\/p>\n

\u201cThere\u2019s not one person sitting in this room right now \u2026 that hasn\u2019t seen irresponsible, dangerous e-bike operations out there,\u201d he said. \u201cI would like to come up with some policies, some legislation that have teeth.\u201d<\/p>\n
