(Photo by Jeff Antenore, Orange County Register\/SCNG)\n<\/div><span>Expand<\/span><\/div><\/div>\n<p>Garden Grove officials heard an outpouring of outrage from residents at a Tuesday, May 26, community meeting about the chemical crisis at an aerospace plant in the city that saw 50,000 people displaced, and with few answers, over Memorial Day weekend.<\/p><p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=9962\">West Coast chemical emergencies raise questions about the safety of massive industrial tanks<\/a><\/p>\n<p>While all remaining evacuation orders were lifted during the community meeting \u2014 with officials saying the faulty tank at GKN Aerospace on Western Avenue no longer threatens a toxic blast, chemical leak or other danger to the public \u2014 frustrations only seemed to mount among Tuesday\u2019s crowd as the announcement was made.<\/p>\n<p>The meeting was ultimately cut short as tensions boiled over and shouting matches erupted, leading police to clear the city chambers and bar residents from reentering. No arrests were made, officials said.<\/p>\n<p>On Wednesday, Orange County Fire Authority interim Fire Chief TJ McGovern said conditions at the tank remained stable as emergency crews continued to monitor within a 300-foot zone at the property, which was all that remained of restrictions after evacuation orders lifted. City leaders said one focus had become helping businesses and residents affected by those evacuations access financial relief.<\/p>\n<p>Before Tuesday night\u2019s meeting ended, community members queued for nearly four hours to raise questions and voice frustrations about how the hazmat crisis was handled, including shelter capacities and conditions, price gouging, a lack of centralized communication and why methyl methacrylate, a volatile and flammable chemical that could cause respiratory harm, was allowed so close to schools and homes.<\/p>\n<p>Many community members raised signs calling for \u201cArms Embargo, GKN Out of Garden Grove.\u201d The United Kingdom-based company is primarily known as a worldwide leading manufacturer of cockpit windshields, jet canopies and aviation windows for civil and military aircraft.<\/p>\n<p>In a Wednesday interview, Garden Grove Councilmember George Brietigam, whose district includes GKN Aerospace, said of the questions and concerns voiced by residents: \u201cWe do want to get all the answers to all that, but it\u2019s going to take a little bit of time.\u201d<\/p>\n<p>The city is compiling an \u201cafter action\u201d report that plans to highlight \u201ca lot of things that could have been done much better,\u201d Brietigam said, though he did not offer a timeline for when it would be completed.<\/p> <div>\n<\/div>\n<p>That report, he said, could touch on shelter conditions and capacity \u2014 several shelters were maxed out as evacuees sought places to stay \u2014 and \u201cdifferent ways to facilitate evacuations,\u201d including for elderly residents who could have difficulty leaving their homes unassisted.<\/p>\n<p>Though evacuation centers for the chemical crisis were generally handled by the county and Red Cross, Brietigam said, \u201cgoing forward, we\u2019re all looking for other resources,\u201d including potentially partnering with local service clubs and hoteliers.<\/p>\n<p>Garden Grove resident Lauriana Adriano said she \u201cwas on the ground the day of the evacuation orders.\u201d<\/p>\n<p>What she saw \u201cwas truly heartbreaking,\u201d she said. People left \u201cessential medications, left pet food, left things that they needed to survive from a day-to-day basis in their homes with no communication about when they were able to go back.\u201d<\/p> <div>\n<\/div>\n<p>\u201cAnd a lot of them were sleeping in cars outside of shelters because a lot of the shelters that were opened were 200 beds, so most people who came were not able to get a bed and they were turned away,\u201d Adriano said, adding \u201cthere are empty housing units all across this city\u201d that should have been tapped and \u201chotels were allowed to charge emergency rates for families who couldn\u2019t even buy food for the night.\u201d<\/p>\n<p>As part of the city\u2019s report, Brietigam said he will \u201cwant to know why local municipalities aren\u2019t notified if there\u2019s OSHA (Occupational Safety and Health Administration) violations or hazmat violations,\u201d Brietigam said, adding \u201cwe have to have the legal team explore \u2026 what rights we have as a general law city\u201d and whether the city has the capacity to remove GKN Aerospace from the area.<\/p><p>Read more <a href=\"https:\/\/siliconvalleymovingpost.com\/?p=9960\">Skateboarding icon Marc Johnson dies at 49: \u2018A genius and a tortured soul\u2019<\/a><\/p>\n<p>\u201cA military plant has no place across the street from an elementary school,\u201d lifelong Garden Grove resident Nathan Tran told his elected representatives Tuesday night. \u201cThe city has a duty to its community and must hold manufacturers like GKN accountable.\u201d<\/p>\n<p>GKN Aerospace referred requests for comment to a statement posted on its website on Wednesday, which expressed the company\u2019s gratitude to the emergency crews, experts and agencies that \u201cworked around the clock to ensure the safety of our community.\u201d<\/p>\n<p>\u201cWe apologize for the disruption this incident has caused and as we turn to the immediate relief and recovery effort, we will continue to work with local officials, community partners and non-profit organisations (sic) to support affected residents, businesses and the wider community.\u201d<\/p>\n<p>In the near-term, Brietigam said, \u201cWe want to focus on getting people some restitution.\u201d<\/p>\n<p>\u201cA lot of people spent a lot of money on hotel rooms, gasoline, care for pets, childcare, all the things that were associated with this emergency and now they got to come home and pay rent for another week when they\u2019ve lost a lot of money,\u201d he said.<\/p>\n<p>\u201cWe need to get people reimbursed as quickly as possible,\u201d he said. \u201cSo we are hoping that GKN will start a website or do something to start compiling these people and getting them some money immediately.\u201d<\/p>\n<p>The city is also trying to get a U.S. Small Business Administration Economic Injury Disaster Loan declaration \u201cto support affected businesses and eligible private nonprofit organizations,\u201d according to a Wednesday afternoon press release. \u201cThis program may assist businesses, including home-based businesses that have suffered substantial economic injury within the declared disaster area.\u201d<\/p>\n<p>The city is encouraging small businesses impacted by the chemical crisis to submit an SBA Economic Injury Disaster Loan worksheet to \u201cdetermine eligibility for potential assistance programs\u201d and to email the completed form to EOCLiaison@ocsheriff.gov.<\/p>\n<p>Eligibility considerations, according to the city\u2019s press release, may include:<\/p>\n<p>\u2022 The business was directly impacted by the incident;<\/p>\n<p>\u2022 The business is unable to cover operating expenses and\/or debt payments due to the incident;<\/p>\n<p>\u2022 The business is physically located within the declared incident area;<\/p>\n<p>\u2022 The business is unable to obtain credit elsewhere.<\/p>\n<p>During an Orange County Board of Supervisors meeting to ratify a local emergency declaration, McGovern said emergency crews and experts who had worked for days to prevent the overheating of the malfunctioning tank reported lower temperatures were holding on Wednesday.
