Voters in Laguna Beach will decide whether property owners will be taxed for 30 years to repay an $83 million bond that would be used to raise funding now to modernize schools in the Laguna Beach Unified School District.

The LBUSD Board of Trustees placed Measure A on the November general election ballot. If approved by 55% of voters, the measure would allow the district to raise money through the sale of bonds to repair and upgrade aging classrooms, science labs, and school facilities. Some of the schools were built between 1930 and 1968, and all four lie in a high-severity wildfire zone.
Approval of the measure would mean an annual tax levied on taxable property at a rate of $8.68 per $100,000 of assessed value, with the goal of paying off the debt by 2057.
Proceeds from the sale of bonds authorized by the measure could only be used by the district for the construction, rehabilitation or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of interests in real property for school facilities.
The school board has certified that it has evaluated safety, class size, and information technology needs in developing the project list for this bond measure.

Those in support of the measure include longtime residents and alumnae of the district, parents and a retired fire captain, who argue that the bond will help make an already “exceptional public school district” even stronger.
“To maintain these high standards, we must continue to upgrade our older school buildings, especially those built between 1930 and 1968,” the group said in their ballot argument. “Essential infrastructure like roofs, pipes, wiring, air conditioning, and fire safety systems simply wear out over decades. Last year alone, there were a dozen roof leaks.”
The measure would also fund efforts to make the schools more resilient against wildfires, officials said.
