A 29-year-old Westminster man was arrested on suspicion of vehicular manslaughter while intoxicated after allegedly striking and killing a pedestrian Wednesday night, police said.

Officers responded around 11:30 p.m. on Aug. 5 to the area of Beach Boulevard and 15th Street after receiving a report of an unconscious man on the ground, the Westminster Police Department said in a statement.
When officers arrived, they found a man in a parking lot suffering from injuries consistent with having been struck by a vehicle, according to police. The victim was pronounced dead at the scene by the Orange County Fire Authority.
Officers located the suspected vehicle and detained the driver, identified as 29-year-old Westminster resident Flavio Isaias Davalos, a short distance away.

Based on evidence collected at the scene and Davalos’ signs of impairment, investigators concluded he was under the influence of alcohol or drugs at the time of the collision, according to the department.
The identity of the victim was not immediately released pending notification of family.
